In France in 1789 to finance the 'nationalisation' of Church property and estates, the Assembly issued ASSIGNATS - paper certificates of debt bearing interest, a form of treasury Bond. In 1790, the assignats were no longer made interest paying, and so became paper currency, equivalent to banknotes. The issue of assignats ceased in 1796 as the value diminished.They were indeed the first paper inflationery currency known.
